To qualify under this immigration category, the Ontario employer must:

– Have been in active business for a minimum of three years in Ontario;

– Have business facilities in Ontario where the possible nominee will work;

– Demonstrate enough evidence of recruitment efforts in the local labour market  if the potential nominee is currently living abroad, visiting Canada, or operating in a province or territory other than Ontario;

– Remain in compliance with all provincial labour laws, including, but not restricted to, employment standard, health and safety, and labour laws; and

– For employers located inside the Greater Toronto Area (GTA):

In the most recent fiscal year, minimum gross revenue of $1,000,000, and

Employing a minimum of five permanent full-time employees

– For employers situated outside the Greater Toronto Area (GTA):

In the most recent fiscal year, minimum gross revenue of $ 500,000, and

Employing a minimum of three  permanent full-time employees

7. What is the OINP International Student Category?

This category targets international graduates who wish to establish economically in the province of Ontario and is open to graduates both with and without job offers in Ontario. The International Student Category is further divided into the following 3 streams:

– International Student with a Job Offer Stream.

– International Student – Master Graduate Stream.

– International Student – PhD Graduate Stream.

8. What are the eligibility requirements for the different streams of the International Student Category?

To certify under the International Student with a Job Offer Stream, student must:

– Have graduated from, or have met the requirements of a full-time degree or diploma program, at an eligible publicly-funded Canadian college or university. The study program must be at least 2 years in length, or,  one -year post-graduate certificate program, which needs a previous degree or diploma. The previous degree or diploma may have been obtained outside  Canada.

– Have completed at the very least fifty per cent of their studies in Canada;

– Have received an approved permanent job offer in a skilled occupation (NOC degrees 0, A, or B); and the job offer should meet the entry-level wage levels in Ontario for that occupation.

– Apply within two years of the date on which the student received his/her Canadian Degree or Diploma.

Under this stream, the company should first send a Pre-screen Application to the OINP to have the position approved. When approved, the prospective nominee should submit a Nominee Application to the Ontario Immigrant Nominee Program (OINP)

To  qualify under the International  Student – Master Graduate Stream, the student must:

– Intend to live and work in Ontario;

– Have graduated from an existing Master’s program at an eligible publicly funded university in Ontario. The program duration must be minimum one year in duration and completed on a full-time basis.

– Apply within two years of the day on which the Master’s degree was completed;

– Presently be residing in Ontario with legal status

– Show a high language proficiency level in English or French (CLB 7 or above in all 4 competencies)

– Able to show a minimal level of savings and/or income to support themselves and their dependents;

– Show that they have resided in Ontario for at least 12 collective months in the past 24 months; and.

– Not intend to pursue further studies in Ontario.


To qualify under the International Student – PhD Graduate Stream, candidates must:

– Have successfully finished PhD program at an eligible publicly-funded university in Ontario and a minimum 2 years of PhD studies need to have been finished at the Ontario university.

–  Apply for nomination within two years of the date on which the PhD was granted;

– Intend to live and work in Ontario; and.

– Have lawful status if residing in Canada at the time of the application.

Note: Applicants to this stream need not be in Canada at the time of application.


9. What is OINP Business Category?

The OINP Business Category allows entrepreneurs and important personnel of international firms to be nominated for permanent residence.  This category is further divided into 2 streams:

– Entrepreneur Stream made to bring in people wanting to establish or buy a company in Ontario.

Corporate Stream focused on aiding worldwide companies aiming to broaden into Ontario or buy an existing business in Ontario.


10. What is the Ontario Express Entry: Human Capital Priorities Stream?

This stream is made for foreign skilled workers with the required education, work experience, language efficiency, and other features to help them become established and integrated into Ontario’s labour market and communities. To be considered under this stream, candidates should be qualified to enter the government Express Entry pool with either the Federal Skilled Worker Class or the Canadian Experience Class. The applicants may not apply directly to this stream. 11. What are the eligibility requirements for the Ontario Express Entry: Human Capital Priorities Stream?

To qualify under this stream, candidates must:

– Have a CRS score of 400 points. The score must continue to be at or over 400 throughout both the Ontario nomination processing phase and at the federal application for permanent residence processing phase;

– Have a minimum level of work experience;

– Have a Canadian Bachelor’s, Master’s or PhD Degree or an Educational Credential Assessment (ECA) report from a designated organisation suggesting that their international education and learning credential is equivalent to a Canadian Bachelor’s, Master’s or PhD;

– Show a language proficiency level of Canadian Language Benchmark (CLB) 7 or above in all 4 areas.

– Intend to stay in Ontario

– Possess adequate funds to cover settlement expenses in Ontario.

Also, candidates applying through the Federal Skilled Worker Class must score at least 67 out of 100 points based on the IRCC’s six option factors: English and/or French proficiency, education, work experience, age, arranged work in Canada, as well as adaptability.

Prospects applying through the CEC must:

– Have at least one year of full time, or part-time equivalent, cumulative paid work experience in Canada in a NOC degree 0, A, or B profession in the 3 years before applying;
